Park&Charge by Qwello has won a landmark regional concession to install and operate up to 1,000 charging points in municipal parking garages across eight Dutch municipalities, marking a major step in expanding the Qwello Group’s presence in complex urban infrastructure projects.
Qwello, the Europe-wide successful operator of public charging infrastructure, announced today that Park&Charge, part of the Qwello Group, has been selected as the winner of the public MRA-e tender by the Province of North Holland to install and operate of up to 1,000 charge point in municipal parking garages over the next 10 years.
Following Qwello’s acquisition of Park&Charge last year—one of the Netherlands’ largest charging infrastructure operators—the combined entity now will manage over 15,000 charging points across nearly 300 municipalities in eight European countries.
First-of-its-kind Regional Tender
Park&Charge by Qwello has been awarded the MRA-E tender by the Province of North Holland—marking the first time in the Netherlands that charging infrastructure for municipal parking garages has been procured through a regional concession.
Unlike traditional on-street charging deployments, this tender involves a significantly more complex implementation due to the unique technical, safety, and regulatory requirements of each parking facility, including grid connectivity, fire safety standards, and insurance constraints. The tender was designed to streamline development by coordinating efforts across multiple municipalities while ensuring fair access to limited grid capacity.
Installation in 8 Municipalities
As part of the regional concession, Park&Charge will install and operate up to 1,000 charging points over the next 10 years in publicly accessible municipal parking garages across eight municipalities: Almere, Dijk en Waard, Haarlem, Haarlemmermeer, Lelystad, Veenendaal, Woerden, and Zandvoort. In total, up to 45 parking garages will be included in the rollout.
To ensure smooth coordination and accountability throughout this complex, multi-municipality effort, MRA-Elektrisch plays a key role in facilitating collaboration between Park&Charge and the involved municipalities, while also overseeing the fulfillment of project obligations throughout the implementation phase.
