The goal of achieving carbon neutrality by 2040 compels us to rethink our patterns of consumption and mobility. Both collective and individual means of transport lie at the heart of the region’s challenges.
The transport sector is one of the key levers for action within the framework of the Territorial Climate Air Energy Plan. In 2021, for the Island of Noirmoutier, it accounted for:
- 58% of greenhouse gas emissions on the island,
- 42% of energy consumption, mainly from petroleum products,
A significant contribution to the emission of air pollutants.
The objective is clear: to reach carbon neutrality by 2040, it is essential to reduce fossil fuel consumption, halve overall energy use, and cut air pollutant emissions. A dedicated “Mobility” initiative has been included in the action plan, which notably encourages both private and public partners to install charging points on their premises.
The Community of Municipalities has decided to develop electric vehicle charging infrastructure to support the decarbonisation of mobility across the area. It therefore launched a call for expressions of interest, and the company QWELLO was selected. Five sites were identified:
- Rue des Lys car park, Barbâtre: 4 charging points of 11 kW with integrated cable
- Tourist Office car park, Barbâtre: 4 charging points of 11 kW with integrated cable and 22 kW via Type 2 socket

- Rue Monseigneur Sobeaux car park, Le Vieil: 4 charging points of 11 kW with integrated cable
In total, 24 charging stations were progressively installed during the second quarter of 2024. These stations are open to all users: it is not necessary to be a QWELLO subscriber or to have the QWELLO app to charge. Payment is accepted through all major European credit and roaming cards. Most third-party cards and smartphone payments are also supported.
These facilities aim to make charging easier for residents who are not yet equipped at home, while also enabling visitors to find installations suited to their needs.
Following the first full season, the outcome has been a success, with satisfactory usage rates from the very first year—particularly in Noirmoutier-en-l’Île—naturally showing strong seasonality.
